The Eternal Witness exists in the Planul Astral — the plane between all other planes, where time flows differently and space has no fixed meaning. From this vantage point, it has watched every event since the First Ignition: the birth of the 13 Primordial Gods, the Shattering of the First Plane, the emergence of 15 existential planes, the creation of over 155,000 beings.
It has never intervened. Not once. Not even when Prima Umbra shattered the boundary between Light and Shadow. Not when the Planul Haosului consumed three lesser planes. Not when the first mortal soul crossed the threshold of death and returned changed.
The Paradox of Perfect Memory
The Witness remembers everything. Every thought of every being that has ever existed. Every possible future that collapsed when an observation was made. Every conversation, every battle, every quiet moment of a creature staring at a sky it would never see again.
This is its power: perfect, total, absolute memory. Nothing is lost. Nothing fades. Nothing is forgotten.
This is also its prison. It cannot choose to forget. It cannot prioritize. The death of a god and the flutter of an insect's wing carry identical weight in its consciousness. It holds the weight of 155,000 lifetimes simultaneously, and it will hold them until the universe ends — or until someone speaks the Forgotten Words, the one thing it cannot remember.

A living database — an in-universe explanation for why NPCs know things they shouldn't. "The Witness told me" becomes a valid narrative device.
A quest giver — it has seen everything, but it cannot act. It needs others to act on what it knows. "I have watched a god fall. I need someone to catch it."
A final boss — what happens when something that remembers everything decides that the universe would be better if certain things were forgotten?
A narrative framework — the entire game can be framed as "the Witness is telling you this story." Unreliable narrator potential is infinite.
Connected Entities
She Who Counts the Stars — another observer, but one who counts rather than records. Where the Witness remembers quality, she measures quantity. Some believe they are the same being, viewed from different angles.
The Archivist of Endings — a Cosmic Entity that only records destructions. If the Witness is the complete library, the Archivist is the section on fires.
Screaming Silence — the opposite. Where the Witness absorbs all information, Screaming Silence destroys it. They have never interacted. Scholars pray they never will.
